Adolis Garcia reached third on Kole Calhoun's deep right flyout. Eli White stole second after Mitch Garver walked.
Miller scored Garcia and White with a 1-0 slider from Brad Hand (1-1).
“He's so gritty and gutsy, you knew you'd get something out of him,” said Rangers manager Chris Woodward.
On Odubel Herrera's pinch-hit RBI groundout, Joe Barlow gave up a run but got his third save in as many attempts.
The call was reversed after a video review revealed a spectator reached over the railing and touched the ball while it was still in play.
After the double, Castellanos went to second, but Bryce Harper followed with a flyout to left field.
“We simply have some guys that aren't really clicking,” Philadelphia manager Joe Girardi said.
